Expanding San Francisco's Licensed Early Learning Capacity
The Child Care Facilities Funding, Technical Assistance, & Training (CCFFTA&T) program is designed to preserve, improve, and expand the supply and quality of licensed Early Care and Education (ECE) facilities. This funding opportunity provides the DEC network of providers with focused technical assistance that extends non-traditional financing, including grants, to support system-wide expansion and improvement of our city’s licensed early learning capacity. The program provides expertise and a centralized resource for Early Learning for All (ELFA) providers to access support for all facility-related needs, including capital and renovation projects.
Eligibility Requirements for Facilities Grants
Only ELFA validated programs are eligible for a grant through Low Income Investment Fund (LIIF).
How to Apply for a Facilities Grant
Programs should contact LIIF directly for an initial consultation. If the provider is eligible and the project seems feasible, LIIF will reach out to DEC. Once approved, the provider will work with LIIF to complete the formal grant application.

Facilities Grants
Early Learning For All programs may be eligible for the following grants through Low Income Investment Fund (LIIF).
Center Renovation, Repair, & Enhancement
Support for repairs, construction and renovation to maintain high quality child care programs.
FCC Renovation, Repair & Enhancement
Support for repairs, construction and renovation to maintain high quality child care programs.
FRC Renovation, Repair, & Enhancement
Support for repairs, construction and renovation to maintain high quality child care programs.
Center Pre-Development
Support for the planning, design, and development of viable, well-designed early care and education facilities.
Center Capital New Development
Support for construction, acquisition and development of viable, high-quality early care and education facilities.
Center Start-Up
Support to expand, enhance and improve the quality of licensed ECE centers in San Francisco by offsetting the high operating cost of starting or expanding a center.
FCC Expansion
Support to expand from a small to large Family Care Center (FCC) license. This includes a mandatory in-person workshop prior to applying.
FCC Facility Acquisition
This program is designed to help first-time homeowners acquire a home to create a stable and high-quality environment where they can live and run a child care program.
Center Recoverable Grant Fund
Interest free loans to support the construction, acquisition and development of viable, well-designed early care and education. Funds may also be used to bridge cash flow for subsidy contracts through CDE, Head Start, and SF Department of Early Childhood
FCC Recoverable Grant Fund
Interest free loans to support construction, acquisition and development of viable, well-designed early care and education facilities.
Facilities Inclusion Enhancement
Support for centers building new spaces and/or the enhancing current spaces that promote inclusive access, support sensory regulation and developmental growth, create calm, healthy learning environments, and increase access to therapeutic supports.
